New Mexico has a rocky gaming history. When the IGRA was signed by the House in Nineteen Eighty Nine, it seemed like New Mexico would be one of the states to get on the American Indian casino bandwagon. Politics assured that wouldn’t be the case.
The New Mexico governor Bruce King announced a working group in Nineteen Ninety to negotiate an accord with New Mexico American Indian bands. When the panel arrived at an accord with two big local bands a year later, the Governor declined to sign the agreement. He held up a deal until Nineteen Ninety Four.
When a new governor took over in Nineteen Ninety Five, it seemed that Amerindian gambling in New Mexico was now a certainty. But when Governor Gary Johnson signed the compact with the American Indian tribes, anti-wagering groups were able to hold the deal up in courts. A New Mexico court found that the Governor had overstepped his bounds in signing the accord, thereby denying the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.
It required the Compact Negotiation Act, passed by the New Mexico government, to get the process moving on a full accord between the State of New Mexico and its Indian bands. Ten years had been squandered for gaming in New Mexico, which includes Native casino Bingo.
The non-profit Bingo business has gotten bigger since 1999. In that year, New Mexico charity game owners brought in just $3,048. This number grew to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Not for profit Bingo earnings have increased steadily since that time. 2005 saw the biggest year, with $1,233,289 earned by the operators.
Bingo is clearly favored in New Mexico. All types of providers try for a bit of the action. With hope, the politicians are through batting over gambling as an important issue like they did in the 1990’s. That is without doubt wishful thinking.
